- Security Council resolution 1988 (2011) does not impose travel ban on diplomatic or health reasons
The United Nations Security Council has lifted the ‘travel ban’ on Afghan Foreign Minister Amir Khan Muttaki, who was due to visit India from 9 to 16 October. As per Security Council resolution 1988 (2011), travel bans are imposed on certain individuals but do not apply to travel for diplomatic or health reasons.
On 1 August 2025, the Security Council lifted the travel ban on Muttaki in accordance with the said rule. It is also possible that he will visit various places in India from 9 to 16 October.
Earlier, the Security Committee had also allowed Abdul Salam Hanafi Ali. Mardan Kul. to go to Doha for medical treatment.
Observers say that the 8-day visit of the Afghan Foreign Minister to India is very interesting. One is that he is so entangled in the border dispute with Pakistan that there are frequent exchanges of fire between the two forces. Another issue is that some time ago, an Afghan delegation had visited China, but in that three-day visit to China, the delegation received a very cold welcome. In fact, after the Taliban completely took control of Afghanistan, the Taliban were happy that China recognized their government immediately after Pakistan, but after knowing that China’s name was on the rare metals found there, the closeness between the two countries was broken. On the other hand, India had eased the problem of Afghanistan, which was facing severe food shortages, by sending 5,000 metric tons of wheat, but Pakistan had stopped the truck carrying the wheat first. Finally, the truck barely crossed the Khyber Ghat and reached Afghanistan. Afghanistan cannot forget all this.
The problem is that there are strict restrictions on women in Afghanistan. Girls are not allowed to study beyond primary education. Not only are the girls who are currently in colleges made to sit separately from male students, but curtains are kept between the two.
When the Afghan Foreign Minister visits India, it is hoped that he will improve after seeing the ‘complete freedom’ given to girls, young women and women in India. It is also hoped that several agreements will be signed between the two countries
